Metro Manila has taken most of the headlines with Wage Order NCR-28, which put the non-agriculture minimum at ₱755 a day from September 26, 2026. But NCR is not the only place where pay is going up. As of October 10, 2026, Central Visayas gets a hike on October 14, CALABARZON on October 26, and Bicol and BARMM on December 1.

CALABARZON: Up to ₱45 More Per Day From October 26
The Regional Tripartite Wages and Productivity Board (RTWPB) IV-A and the National Wages and Productivity Commission (NWPC) approved Wage Order No. IVA-23, which raises the daily minimum wage by up to ₱45 starting October 26, 2026. The wage board says that is up to ₱1,170 more per month and covers more than 1.56 million minimum wage earners in Cavite, Laguna, Batangas, Rizal, and Quezon.
The key word is “up to.” The actual increase depends on your sector and your municipality’s classification. The wage board’s October 10 announcement did not include the per-sector breakdown, so the exact new rate for your area is in the official text of Wage Order No. IVA-23. Until you have checked it, treat ₱45 as the ceiling, not a guaranteed increase.
For reference, the rates before this order (under Wage Order IVA-22) ranged from ₱508 to ₱600. Non-agriculture was ₱600 in the Extended Metropolitan Area and component cities, ₱550 in first class municipalities, and ₱525 in second to fifth class municipalities. Agriculture was ₱525, and retail and service establishments with not more than 10 workers were ₱508.
Central Visayas: ₱42 Increase Starting October 14
Wage Order No. ROVII-27 adds ₱42 a day for private sector workers in Central Visayas. Workers in Class A areas, including Expanded Metro Cebu, go from ₱540 to ₱582. Workers in Class B areas go from ₱500 to ₱542. That covers the rest of Cebu province outside Expanded Metro Cebu, plus Bohol, Negros Oriental, and Siquijor, which still fall under the Central Visayas wage board for wage-setting purposes.
Domestic workers (kasambahay) also get a raise of ₱500, from ₱7,000 to ₱7,500 per month.
The NWPC affirmed the order on September 26 in Cebu City. It was published on September 28 and takes effect October 14, 2026, 15 days after publication. DOLE estimates around 337,000 workers will benefit. The labor group TUCP said the new rates are still far below what it considers a living wage for the region.
Bicol: Second Tranche of ₱25 on December 1
Bicol’s increase is already running in two tranches under Wage Order No. RBV-23. The first tranche took the daily minimum from ₱435 to ₱455 on April 8, 2026. The second tranche of ₱25 takes it to ₱480 on December 1, 2026. NWPC computes that as about ₱12,520 per month. The rate applies region-wide to all sectors, and about 101,868 minimum wage earners benefit directly.
BARMM: Second Tranche Also on December 1
Based on summaries of Wage Order No. BARMM-05, which took effect August 6, 2026, a second tranche adds ₱25 to every wage category on December 1, 2026. That would bring the regional range to about ₱426 to ₱461 a day. We could only find secondary summaries of this order, so confirm your exact rate with the BARMM wage board or the NWPC before relying on these figures.
Central Luzon and Other Regions: No New Order Yet
As of October 10, 2026, we found no new wage order for Central Luzon, whose top non-agriculture rate is ₱600 under Wage Order No. RBIII-26 (second tranche effective April 16, 2026). In July, President Marcos said some regional boards may only decide on pay hikes around the fourth quarter of 2026, so more announcements could still come. We will update this article when they do.
What the Increase Means for Your Pay
A minimum wage increase does more than raise your daily rate. Overtime, holiday pay, and night differential are computed from your basic rate, so they rise too. Employers are also expected to correct wage distortions, where the new minimum narrows the gap between entry-level and slightly higher-paid employees.
Your 13th month pay is based on the basic salary you earned during the calendar year. An increase that starts in late October or December adds only a small amount to your 2026 13th month, but a full year at the new rate will show up in 2027.
